Job Description:

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent operates within broad policy, guidance, and program objectives, and is the mainadvisor and subject matter expert responsible to the Deputy Director South C5I for long-range planning, technical research and analysis, matrix synchronization, and execution oversight..
You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Recognizing Command, Control, Communications and Computer (C4) and Cyber programs to manage projects involved in the development of new analytic approaches and identify operational-level C4 and Cyber operational workload factors and performance quality levels to assess its operational value; Applying quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g., management of the Deputy Directorate's participation in C4 and cyber system interoperability analysis and assessments; Reviewing Combatant Commands and military Services command structures, missions, and complex operations to and manage design, interoperability, and implementation of command, control, communications, computers, intelligence, surveillance and reconnaissance capabilities and systems integration; Applying the Planning, Programming, Budgeting and Execution (PPBE) process to prepare comprehensive budget submissions and establish effective fiscal controls; Identifying C4 operational architectures, strategic planning, and DoD Command and Control-related guidance, directives, instructions, and senior leader memorandums to provide direction and recommendations for acquiring, fielding, and sustaining tactical solutions through strategic, operational, and tactical command and control capabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
As a MANAGEMENT AND PROGRAM ANALYST (C4/CYBER) at the GS-0343-15 some of your typical work assignments may include: Serves as the assistant to the Deputy Director, and exercises coordinating and directive authority on behalf of the Deputy Director for developing, implementing, and managing execution of policy, direction, plans, standards, and instructions in accordance with DoD governance and institutional processes, e.g. C4/Cyber Functional Capabilities Board, including but not limited to CJSC Instructions regarding Joint Fires and Combat Identification. Creates policy agreements in the international arena including cooperative development, tactics and techniques, procedures, and directives. Provides oversight of material and non-material capability recommendations and proposes interoperability programmatic recommendations in close coordination with the other Joint Staff Directorates, Combatant Commands, Services, Combat Support Agencies, the Office of the Secretary of Defense organizations, and mission partners. Leads and manages the personnel assigned to the DDS C5I front office, to include security point of contact, research analyst, travel coordinator and other billets and duties, as needed. Maintains senior managerial responsibility for DDS C5I internal projects and programs for capability design and development, CJADC2, and assessments. Directs DDS C5I staff workflow and task execution, based on Deputy Directorate supervisory assignments, and synchronizes the activities of the Front Office executive assistant and management and program analyst, as well as security personnel and any subordinate supervisors, and ensures coverage of priority duties and tasks
