Job Description:

This position is part of the Organization of the Joint Chiefs of StaffThe incumbent develops and coordinates Joint Special Technical Operations (JSTO) tactics, techniques, and procedures to train individuals and organizations in Special Technical Operations (STO) and Special Access Programs (SAP) related command and control processes systems and the integration of multilevel classifications involving compartmented capabilities.
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies a wide range of Special Technical Operations (STO) and/or Special Access Program (SAP) concepts, principles, operations, programs, and practices to support exercise training and objectives. Utilizes Special Technical Operations (STO) security practices, capabilities, tactics, techniques, and procedures to train personnel on the use and integration of STO and/or SAP capabilities. Develops, plans, budgets, and coordinates training activities, programs, facility programming, contracting, and customer interests to support exercise training program. Plans, develops, integrates, and evaluates the operational elements of all Special Access Program (SAP)/Special Access Required (SAR)/Other Special Programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a SPECIAL TECHNICAL OPERATIONS PLANNER at the GS-0301-13 some of your typical work assignments may include: Participates in Joint Exercise Life Cycle Conferences, meetings, and training events. Assists in the design and coordination of exercises to ensure identified STO/SAP training objectives of the training audience are integrated and achieved. Interfaces with U.S. Government agencies, Combatant Commands (CCMDs), Service Components, Coalition Partners to replicate STO/SAP capabilities for exercise support. Serves as a STO officer, responsible for planning, developing, integrating, executing, and evaluating the effectiveness of operational elements of all Special Access Program (SAP)/Special Access Required (SAR)/Other Special Programs for all exercises/training events/experiments supported by DD JT. Manages and directs STO and/or SAP operations for a wide range of organizations, both government and private, for the purpose of evaluating, testing and training personnel on the use and function of new technology. Employs strategic planning tools and techniques to train individuals and organizations on command and control processes, systems, and the integration of multi-level classifications involving compartmented capabilities during exercises, operational rehearsals, and experiments using live, virtual, constructive air, land, sea, cyber and space forces. Develops project milestones, coordinates STO/SAP requirements with agencies and organizations involved, executes the operations, and evaluates all components of STO/SAP interaction/ replication in all assigned exercises and training events throughout the Joint Exercise Life Cycle. Interfaces with U.S. Government agencies for real-world participants and/or coordinates the contracting of qualified personnel to replicate the necessary government agencies for the planning and execution phases of exercises.
