Job Description:

Who may apply: Current permanent DFAS employees in the competitive service and eligible DoD PPP Military Spouse preference applicants.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Defined As: Applying financial management methods, practices, and principles in planning and implementing process improvements relative to large-scale accounting and financial systems; providing recommendations on appropriate use and implementation of database management systems; and performing studies on current and future information and data management systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Communicates the organizations mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.
Monitors and reports on the status and progress of work, checks work in progress and upon completion for quality, adherence to instructions and to ensure objectives are met.
Provides technical analysis, review, and recommendations related to development and execution of project management plans, including project charters, risk management plans, communication plans, work breakdown structures and project schedules.
Works with all information sources to improve system performance and reliability through the development of databases and micro-applications.
Reviews operational capabilities and provides comments and recommendations for proposed changes, coordinating with peers throughout the directorate to determine the best method for accomplishing the system change.
Establishes conditions and requirements for tests, assembles project of functional users, establishes project requirements and timetables, and provides technical advice and assistance to team members for the interpretation of system controls.
Oversees project teams of subordinate financial systems specialists to accomplish larger scale reviews, system changes, testing and implementation.
