About the Position: Position is in Monaca, PA at a Mega Navigation Project. This position provides on-site construction materials verification inspection/testing supplemented by government financed specialized laboratory analysis over the primary quality control inspection and testing services provided by the construction contractor.

Specialized Experience: One year of specialized experience which includes performing sampling and testing techniques for materials for construction activities throughout the geographical area; observing and monitoring contractor quality control (QC) testing to identify problems, and ensures timely corrective action; reviewing material provisions of plans and specifications; interpreting plans, specifications and recommends whether materials and test methods meet the requirements of the contract documents This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10)Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Materials Engineering Planning and Evaluating Quality Assurance Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
Physical Testing and Visual Inspection of Construction Materials; Gravel and Aggregate testing, Concrete Testing; Soil Testing; Asphalt Testing.
Coordinates with contractor personnel as to the sequences, procedures and methods of obtaining materials samples for various job phases.
Continually reviews operations, field data reports, etc., to evaluate and assure compliance with governing regulatory controls.
Makes periodic visits to various points on or off the project and to concrete batching plants and borrow areas to answer questions and give advice, render decisions on such matters as to whether to reject carloads of aggregate or cement.
