Job Description:

This position is located in the Small Business Administration, Office of Field Operations - HQ in one of the following locations: Baltimore, MD; Birmingham, AL; Boston, MA; Des Moines, IA, Phoenix, AZ, and Williston, VT. The incumbent serves as the Agency's senior manager of the SBA in his or her district. The role of the District Director (DD) is essential to the successful management and implementation of SBA's strategic plan.
GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: Developing, communicating and implementing the strategy, vision and direction of an organization with a diverse customer base; AND Managing or advising on the day-to-day operations of an organization, which must include business development, marketing and outreach; AND Subject matter expert in at least one of the following: financial, lending, procurement, economic development, or human resources matters; AND Leading individuals to achieve organizational goals and objectives. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/08/2025.
Responsible for providing effective leadership, management and oversight required to optimize the deployment of SBA programs and services throughout the District, to achieve the negotiated goals and to better serve the Small Business Community. Develop and implement a District Office Strategic Plan (DOSP): The DOSP must maintain clear-line-of-sight from the District to OFO/HQ and SBA Strategic goals and objectives. The DOSP will incorporate strategic plans developed by District senior staff and must clearly articulate how the District will optimize the deployment of SBA programs and services in the District and the achievement of assigned goals for the upcoming fiscal year. Support the building and maintenance of a viable network of collaborative partnerships with small business stakeholders, such as, but not limited to, economic development organizations, federal, state, regional and local governments, chambers of commerce, business associations, educational institutions, community organizations, lending institutions, etc. as well as successfully manage intra-SBA activities (visits) and SBA collaborations with the ultimate goal of optimizing the deployment of SBA programs and services in the District. Represent the SBA at significant engagements and advance SBA brand recognition and presence within the District.
