About the Position: This position is with the U. S. Army Corps of Engineers, Pittsburgh District, Engineering and Construction Division, Structural Design Section, Design Branch, located in Pittsburgh, PA. you may be hired at either the GS 11 with promotion potential to the GS 12 or at the GS 12 full performance level.

Specialized Experience GS-11: One year of specialized experience which includes: Assists senior level engineers in the preparation of analysis, design and inspections of structures. Creates conceptual versions of contract drawings, as well as preliminary calculations, quantities, and technical specifications. Performs the initial review of project submittals to ensure they are in accordance with the contract plans and specifications. Participates on site inspections during construction, periodic safety assessments and structural evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Civil Enginering, Architect Design and other Engineering related courses of study (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-12: One year of specialized experience which includes: independently developing designs for structural features of large projects; developing design computations for structures composed of steel and/or reinforced concrete; independently preparing structural engineering documents such as drawings and specifications; performing structural site evaluations and investigations; leading multi-discipline project design teams in the development of plans, specifications, and studies for large or a combination of smaller engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Provide structural engineering services for new construction and rehabilitations on large, complex river navigation (locks and dams), flood control reservoir and local flood protection projects.
Perform analysis and design applying standard engineering methods and techniques in the performance of preliminary and final design.
Prepare Design Documentation Report (Design Basis); design calculations utilizing structural design and analysis software including STAAD Pro, ANSYS, FB-MultiPier, PCA sP Concrete Suite, MathCAD, and EXCEL.
Prepare construction contract documents for various structural features for challenging and complex Civil Works projects for river navigation systems, flood control reservoir projects and, local flood protection projects.
Work with CADD Technicians to develop drawings utilizing CADD and BIM software; determines requirements for technical aspects of project specifications; and prepares amendments and engineering revisions.
Coordinate structural aspects of projects with multi-disciplined engineering team, Operations personnel and Construction Engineering personnel responsible for related specialized phases of the project.
Perform in role of Project Engineer in design by coordinating the efforts of multi-disciplined teams, developing and tracking budgets, scopes of work, ensuring quality processes are followed, and ensuring contract documents are complete.
Provides support to the Construction Engineering staff by coordinating the review of transmittals and RFI's by the engineering team and assisting with the resolution of construction issues.
Perform inspections and assessments of the District's infrastructure including hydraulic steel structures, concrete structures, and bridges; and develop memos and reports with recommendations based on field observations.
