BASIC REQUIREMENT(S): Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Specialized experience must be documented in your resume. GS-12: At least one full year of professional nursing experience (equivalent to the GS-11 grade level) and possession of a diploma, associate degree, bachelor's degree, master's degree, or PhD or equivalent doctoral degree from a professional nursing educational program. Specialized experience: Experience in providing guidance to nursing personnel; revise policies and procedures; manage special projects, develop staff work schedules, assist with mediation of staff conflicts, etc. Experience in providing nursing care to antepartum, intrapartum, postpartum and newborn patients by assessing, planning, implementing, documenting and evaluating nursing care and/or services. Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a current valid, active State licensure/registration as a professional nurse. NOTE: Applicants must apply separately for each announcement in order to be considered.** This position is located at the Zuni Comprehensive Community Health Center, Division of Nursing Services, Department of Obstetrics, Zuni, New Mexico. This position reports to the Chief Nurse Executive. The purpose of this position is to provide direction, leadership and management of the Obstetrical Unit and supervision of assigned staff. In addition is responsible for total house supervision of all patient care areas. Work is on rotational assignment of days, nights, weekends and holidays. Manages and directs the Obstetrical Care Unit and provides total house management of all patient care areas, e.g., General Medical Surgical, Obstetrics and Gynecology, Urgent Care and Emergency Room. Develops, reviews and updates policies and procedures. Prepares, compiles and submits reports. Supervises and manages nursing personnel. Plans and assigns work schedules and operations to meet organizational objectives, priorities, deadlines, and standards of care. Develops, implements and evaluates employee performance criteria. Takes appropriate disciplinary action. Ensures compliance with all Baby Friendly Initiative Standards to maintain re-designation as a Baby Friendly Hospital. Performs full range of patient care and services. Provides professional nursing services to antepartum, intrapartum and postpartum patients by assessing, planning, implementing, documenting and evaluating nursing care and/or services.
