Job Description:

You will serve as a MANAGER in the Expeditionary Warfare Weapons & Energy Systems Department (JX), for the Weapons Systems Development Division (JXP) or the Experimentation and Assessment Division (JXR) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional scientist or engineer providing technical guidance on engineering or scientific projects and operations (e.g. short and long-term planning, setting priorities, estimating resources) to improve the efficiency and effectiveness of programs and initiatives for the sustainment of an organizations operations. You will be responsible for the development of the workforce, effective execution of workload consisting of organizational initiatives and objectives, and for providing outstanding support and service to assigned customers.
You will plan, distribute, coordinate, and monitor work assignments of subordinates; evaluate work performance and provide feedback on their performance; ensure that employees are appropriately selected, utilized, and developed.
You will further organizational and agency programs and initiatives by coordinating and integrating work that involves distinct areas of responsibility and that require varying skills, knowledge, and abilities to execute the mission.
You will formulate objectives and prioritize and implement plans consistent with long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, and constraints.
You will capitalize on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
You will develop and implement long and short-term planning for required funding, human resources, facilities, and equipment.
You will develop and implement the organization's project and programmatic policies and procedures, and determines criteria for assessing effectiveness.
