Job Description:

This position is assigned to Child and Youth Programs; Fleet and Family Readiness Division (N9); Fleet Readiness Division (N92); Commander, Navy Installations Command (CNIC); Washington, DC and functions as the Supervisory Child and Youth Programs (CYP) Analyst for the Child Care Suitability Office (CSO).

A qualified candidate possesses the following: Five years of specialized experience with the Department of Defense (DOD) and/or Department of the Navy (DON) Child and Youth Programs performing background checks or working with the suitability processes Knowledge of the concepts of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation. Knowledge of the Navy operational organizational structure, chain of command protocol and funding, particularly as it relates to the childcare suitability process. Knowledge and understanding of DoD/DON philosophy, goals, vision, policy and programs. Knowledge of Shore Installation Management (region and installation) products and services, functions, organizations, policies, resources and analytical evaluative processes. Skill in developing, organizing and conducting executive studies through team efforts. This includes processes to develop, evaluate, and defend programs to higher levels in DoD, DON and Congress. Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC area of responsibility (AOR) and translating legislation into program goals and implementation. Knowledge of pertinent background check laws and regulations and experience in translating legislation to execution through process changes impacting CNIC and AOR. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have an impact on CNIC/DON/CYP program goals and objectives. Knowledge and experience in oral and written briefing skills, techniques and formats for effective communication to flag level positions. Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated fund (NAF) employees and contractors who work within DoD. Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search. Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and/or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing.
General Management duties include but are not limited to: Plans, coordinates, organizes, and implements programs designed to enhance the effective use of total resources within childcare suitability processes. Program elements include responsibilities for administrative and managerial functions of organization, personnel management programming, facility management, budgeting, financial management and analysis, procurement, internal controls and information management systems. Serves as the subject matter expert for background checks and childcare suitability processes for CNIC N926/N92/N9, Regional Commanders, Commanding Officers, and Morale, Welfare and Recreation (MWR)/CYP Program Management, as well as all other Navy organizations whose personnel have on-going direct contact with children. Develops and disseminates information on new procedures and follows through to ensure recommendations are accepted, understood and carried through. Represents CNIC and actively participates in meetings and conferences covering the Navy's child care suitability processes and procedures. Serves as the CNIC point of contact and/or chairs/co-chairs working groups with representatives of higher echelons within the Department of the Navy (DON), Department of Defense (DoD), and civilian community, as appointed by the CYP Business Manager (N926A). These working groups deal with complex program functions that require substantial research to develop new approaches to the way child care background checks and suitability is processed. Conducts inspections of background checks and suitability processes, individually or in conjunction with required ongoing headquarters inspection as required or requested. Recommends appropriate corrective actions. Conducts field assist visits to CNIC activities and attends meetings, working groups and conferences. Represents CNIC for the CYP Integrated Process Team (IPT) for background checks and as such, develops standards, metrics, and processes for Navy-wide implementation. Ensures background check process is documented and files are audit ready to ensure requirements for National program accreditation are maintained and programs are in compliance with the Military Childcare Act and other applicable laws and policies. Makes recommendations on proposed legislative changes and incorporates approved legislative changes to CNIC program guidelines and processes. Prepares CSO budgets and cost estimates for projects and enhancements to systems. Articulates the CNIC position and resolves issues through discussions with senior military and civilian personnel (06/GS-15 and above) from agencies such as Government Accountability Office (GAO), Department of Defense Education Activity (DoDEA), Department of Transportation/United States Coast Guard (DOT/USCG), Department of Justice (DOJ), United States Army (USA), United States Air Force (USAF), United States Marine Corps (USMC), Secretary of the Navy (SECNAV), Secretary of Defense (SECDEF), Office of the Secretary of Defense (OSD), etc. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Provides administrative and/or technical supervision (e.g., hiring, discipline, evaluation, training) for: Program Analysts, NF-0343-05 Security Managers, NF-0080-05 Security Officers, NF-0080-04 Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in making staffing decisions. Ensures staff receive proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
