This vacancy is for a GS-1801-12, MARINE INSPECTOR located in the Department of Homeland Security, U.S. Coast Guard, USCG MARINE SAFETY UNIT STURGEON BAY in Sturgeon Bay, Wisconsin.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Reviewing technical vessel design and construction plans to determine compliance with regulations; Resolving maritime vessel inspection controversies; Identifying hazardous conditions and prescribed corrective actions; and Evaluating the compliance of foreign passenger vessel safety management systems with the International Safety Management Code and/or the International Standards Organization. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a MARINE INSPECTOR and you will serve as a Marine Inspector, you provide technical expertise and leadership in the enforcement of marine safety, vessel inspection, pollution prevention, vessel manning, regulations, treaties, and international conventions. The Marine Inspector serves as the civilian resident Prevention Department's source for continuity of previous inspection policies, technical issues, special program support activity and a primary inspection representative with the maritime industry responsible for commercial vessel safety. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Inspects a vessel's hull, including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks, holding areas, special use structure (e.g., chemical tanks, proximity of certain operations to restricted vessel areas), and structural fire protection to ensure that they are in sound condition, that damage or deformity is within acceptable parameters for safe vessel usage, and that all hull systems are in compliance with applicable safety standards. Inspects vessel's machinery, including propulsion equipment, control machinery, auxiliary machinery, special deck, vessel pumping equipment, damage and fire control machinery, electrical and power general systems, piping, transfer and monitoring systems to ensure that they are in safe operating condition and are in compliance with applicable design, installation, and operational standards. Lead inspector for new construction, major modifications, and damage surveys. Manages CG oversight of construction. Conducts reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards. Attends project meetings. Facilitates OCMI, COTP and/or CG Program level correspondence. Trains, assesses the inspection qualifications and formally certifies the completed portions of on-the-job training for assigned civilian and military Marine Inspectors utilizing Marine Inspector Performance Support Architecture (MIPSA), Apprentice Marine Inspector (AMI) Systems training and associated Self Paced e-Learning (SPeL) trainings. Prepares briefing papers, technical analyses, and option evaluations for the Officer-in-Charge, Marine Inspection, where inspection decisions may have broad impact on an industry, are controversial in nature or are expected to be appealed to higher authority. Be prepared when directed, to present presentations to senior Coast Guard and industry stakeholders.
