Job Description:
This position is in the U.S. Department of State's Bureau of the Comptroller and Global Compensation Directorate. The Financial Management Specialist independently manages assignments related to payroll operations, including oversight, planning, systems, and coordination across functional areas. Responsibilities also include responding to inquiries, taskers, and supporting payroll-related activities.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and improving processes to monitor the effectiveness of payroll operations. Experience advising senior management on the development and implementation of financial management systems. Experience developing, testing, maintaining, and/or evaluating automated payroll systems. Experience presenting findings and recommendations related to payroll systems requirements and deficiencies. There is no substitute of education for specialized experience for the GS-13 position.
Conducts payroll operations in compliance with mandates from Congress, OMB, GAO, Treasury, and the Bureau of Resource Management.
Utilizes payroll software to manage operations, develop policies, lead projects, create reports for senior management, and serve as a subject matter expert.
Identifies and resolves financial and payroll issues related to agency programs.
Collaborates with colleagues and external contacts to gather, analyze, and compile data for service improvements.
