Job Description:

This position is being filled under Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023. This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent will be responsible for supporting the Chairman of the Joint Chefs of Staff (CJCS) through integration with all U.S Combatant Commands, and multinational partners that directly impacts the nation's current and future military capabilities.
This position is being filled under Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023. You may qualify at the GS-15 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Performs duties that involve evaluation or scientific inquiry, assessment, and analysis applicable to unique problems that confront mission objectives. Provides advice, oversight, development, writing, and technical review of Joint Concept and Futures projects and analytical reports. Researches contract options, initiates and coordinates contract actions through Resource and Acquisition Management Office (RAMO) and Military Secretariat (MILSEC) and monitors agreements for compliance. Advanced knowledge of joint operations, assessment methods, and Planning, Programming, Budgeting, and Execution (PPBES) and Joint Strategic Planning System (JSPS) processes for investment recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below: Degree In operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, economics or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) unofficial transcripts are acceptable at time of application, or (2) If you are serviced by the office, filling this type of position, and your transcripts are on file in your official personnel folder, you are not required to submit. However, it is your responsibility to ensure transcripts are on file.*NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Substitution of education may not be used in lieu of specialized experience for this grade level.
As a OPERATIONS RESEARCH ANALYST at the GS-1515-15 some of your typical work assignments may include: Demonstrates considerable critical thinking, expert judgment, and originality while working across multiple disciplinary boundaries in order to develop multidisciplinary solutions to complex problems. Advises and oversees completion of projects that are highly complex and span all warfighting functions and domains (Land, Air, Maritime, Space and Cyberspace) across Service and Combatant Command missions which requires keen analytical expertise in various professional fields. Guides FCD on new scientific methodologies for joint concept development that includes unique and innovative operational approaches to support the Chairman with actionable courses of action for decision to the Secretary of Defense. Researching, writing, and reviewing joint concepts, futures projects, analytical reports and matters of policy, policy compliance, and conducting program assessments surrounding joint concept development Develops presentations on joint warfighting concepts for endorsement. Interfaces with contracting officer representatives, and assigned contractor project manager, pertaining to invoices, contractor employees, and resolution of problems/issues arising from execution of contract, and assists staff in writing and acceptance of Statements of Work.
