THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number T6354000 and is part of the LOGISTICS, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion.
GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Must have experience reviewing, editing and consolidating annual and multi-year budget estimates for assigned organizations and programs for the state. Must have knowledge and understanding of governing budgetary policies, precedent sitting decisions, procedures and regulations issued by Department of the Army, the National Guard Bureau (NGB) and state goals, objectives, and priorities to insure mission accomplishment regarding required budget actions.
As a Budget Analyst, GS-0560-11, you will perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The incumbent in this position is responsible for the following Management Decision Packages (MDEP) or portions thereof: AMCE, AMTE, AMTV, NGP2, QLOG-C, and a portion of QLOG-F and the logistics portion of PRID, PRAT, and TRST.
