Job Description:

The position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings, Facilities Management Division. The primary purpose of this position is to facilitate the development, implementation and maintenance of the operating components of the agency’s facility asset management system.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as having the following: (experience must be reflected in resume): 1. Providing oversight of various programs and policies to effectively evaluate, develop and implement strategies to ensure efficient management of programs and operations (asset data related to a facility, system or systems). 2. Performing the full range of management functions including planning, directing, and evaluating program activities, developing goals, and making short- and long-range program plans. 3. Providing analytical skills in calculations, finance and administration required for an Enterprise Asset Management program. 4. Developing and applying program management principles and practices related to various programs and projects (asset inventory, design, maintenance, construction, repair, finance, etc.). Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as having the following: (experience must be reflected in resume) 1. Providing oversight of various programs and policies to effectively evaluate, develop and implement strategies to ensure efficient management of programs and operations (asset data related to a facility, system or systems). 2. Developing and applying program management principles and practices related to various programs and projects (asset inventory, design, maintenance, construction, repair, finance, etc.).
The individual selected for this position will perform the following responsibilities: Facility Asset Management Planning Identifies, documents, and communicates the needs and expectations of a broad range of stakeholders within the House Office Buildings that are tied to facility assets. In alignment with the agency’s strategic facility asset management objectives, determines and documents operational facility asset management objectives for individual facility asset categories (HVAC, exterior envelope, etc.). Supports the agency’s strategic facility asset portfolio management process and the jurisdiction level asset management plan, collaborates with operational branches to establish jurisdiction asset management plans at the category level. Facility Asset Management Operations Supports deployment of and updates to multiple platforms tracking assets to comply with organizational standards. In partnership with operational branches, implements documentation of and updates to operating plans and control processes for specific classes of equipment – including risk mitigation activities. Establishes processes and/or programs for managing temporary or permanent changes to facility asset strategies, stakeholder performance requirements, individual assets, asset management plans, operational plans, standards, roles/responsibilities, etc. Evaluates options for outsourcing operating plan activities. Facility Asset Operational Performance Evaluation Designs, implements, and maintains processes for monitoring, measurement, analysis, and evaluation of facility asset performance and progress towards operational facility asset management objectives. Ascertains and records the availability and capture of relevant data and information that can be used to inform decision-making criteria. Conducts internal audits to verify and validate operating requirements and plans. Performs other related duties as assigned.
