THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an ADMINISTRATIVE OFFICER, Position Description Number PDD2368000 and is part of the WY 153rd Airlift Wing, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
AREAS OF CONSIDERATION: Consideration will be made as follows from eligible qualified candidates: Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. MINIMUM REQUIREMENTS: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting Air National Guard (ANG) organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Requires extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of the ANG. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least one-year specialized experience equivalent to at least a GS-11 and experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the 153d Airlift Wing and its organizations. Experience in analytical and investigative techniques. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. This Dual Status Technician position is in the 153d Airlift Wing, Wyoming Air National Guard (ANG), Wing Plans office. It requires military membership, compatible military skill assignments, and classification. The purpose of this position is to provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Directly assist leaders with the management of planning, public affairs, process improvement, protocol, operations and special projects at the highest level of the organization. Collaborates and coordinates assigned functions with managers, office of primary responsibility, leaders and supervisors; participate with management to address and resolve issues, as well as provide recommendations for correcting or improving the organization's overall program management, efficiency and effectiveness. This position reports to the 153 AW's Deputy Commander - Operations (DCOM-O). (1) Ensures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. (2) Initiates, plans, directs, and/or participates in special studies and projects in areas such as resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc. Research, reviews, and analyzes processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency.
