Job Description:

The FRTIB is looking for a highly qualified and motivated individual to serve as an Equal Employment Manager. This Job Opportunity Announcement (JOA) may be used to fill other Equal Employment Manager, GS-0260-13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-12) in the federal government. Specialized experience is defined as: One year of specialized experience equivalent to at least the GS-12 grade level or band in the Federal service which includes experience such as: Directing equal employment opportunity compliance initiatives to ensure adherence to civil rights laws and promote fair treatment across all employment practices. Evaluating workforce data and employment practices to identify patterns of disparity and recommend corrective actions that support lawful and equitable hiring and advancement. Developing legally required EEO reports and plans to fulfill statutory obligations and inform leadership on workforce compliance and fair employment practices. Overseeing resolution of discrimination complaints and contractor performance to ensure timely, effective, and compliant handling of EEO cases and service delivery. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
This is a part-time position. Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area. The major duties of the position are: Manages agency compliance with Equal Employment Opportunity (EEO) statutes, regulations, and applicable OPM policies. Creates strategies to support recruitment needs and demands based on workforce data, current and future talent needs, and other best practices. Advises on policies and issues from the Office of Personnel Management (OPM) and the Equal Employment Opportunity Commission and recommends ways to improve in EEO plans and reports. Delivers technical advice and assistance to FRTIB Directors; recommends critical solutions to systemic EEO problems.
