The primary purpose of this position is: To serve as the Security Branch Chief and lead the Assessments Division's security program.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include maintaining required mastery-level knowledge of a wide range of information, industrial, physical and personnel security concepts, principles, and practices in conjunction with an in-depth and accurate understanding of Personnel Recovery (PR) mission area. The level of understanding must be at a Senior, master-level gained through at least six years of security experience including extensive exposure and application in multiple levels of classified environments. Member is expected to apply this knowledge to difficult and complex security assignments involving multiple (greater than three), overlapping classification requirements. Member must be able to comprehend these multiple classification levels and apply this knowledge to the development of new approaches and procedures to maintain a suitable security architecture across the Division's varied and complicated projects.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of National level Programs, information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas as well as USAF research and technology protection procedures. Advanced knowledge of required security training concepts, programs, procedures, and practices to manage and assist subordinate security managers in establishing and operating internal security programs. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing, strategies, and implementation. Skill in developing, analyzing, and evaluating security programs to meet classified mission requirements. Ability to communicate to high-ranking officials orally and in writing, clearly, concisely, and accurately. Ability to plan, organize, and direct the functions of a large organization in multiple geographic locations and establish effective professional working relationships with co-worker, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful accomplishment of the mission. OTHER SIGNIFICANT FACTS CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Department of Defense Security Fundamentals Professional Certification (SFPC), and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
DUTY 1: In accordance with DNI, DIA, and USAF directives and instructions, plans, organizes, and directs the activities of the Division's Security Program (both collateral and SCI information security programs) ensuring compliance with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises non-supervisory Security Management responsibilities. DUTY 3: Represents Division with a variety of installation and functional area organizations. DUTY 4: Communicates with DoD, Service, IC and Interagency senior decision-makers on collateral, ACCM, SCI and program protection issues. Communicates on a routine basis with the key members of the IC and Interagency and senior Service leaders and decision makers on SCI and security related issues, policy, and governance.
