Job Description:

You will serve as a MANAGER in the Contracts Department (02), Acquisition Policy/Oversight Division (021) or the Non-FAR Division (024) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-05 GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist, managing and overseeing contract activities (e.g. procurement or contractual strategies, planning, solicitation, negotiations, administration) to ensure procurement or contractual obligations are in compliance with regulations governing the acquisition or procurement of services, equipment, or materials for an organization. You will analyze proposed legislation and regulations to determine their impact on agency acquisition policies and practices.
You will develop and implement internal controls to mitigate risks associated with the acquisition process.
You will represent the agency on internal and external committees and working groups related to acquisition policy and oversight.
You will assign and prioritize work assignments to ensure efficient and effective use of resources.
You will provide coaching and training to staff to enhance their skills and knowledge and foster a collaborative and supportive work environment that promotes teamwork and professional development.
You will conduct performance evaluations and provide feedback to staff on their performance.
