Job Description:

You will serve as the Human Resources Director (HRD), Commander U.S. Pacific Fleet Human Resources Office Hawaii (CPF HRO HI). CPF HRO HI is an Echelon III Command reporting directly to Commander, U.S. Pacific Fleet Headquarters. The HRO services Commander, U.S. Pacific Fleet Headquarters, an Echelon II command, four Echelon III commands and their subordinate organizations, and the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, which is a direct report to COMPACFLT.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. You will manage a subordinate workforce through subordinate supervisors; who themselves oversee various combinations of divisions and teams of human resources specialists and support personnel.
You will exercise delegated personnel management authority for all major Human Resources (HR) functions including Customer Advisor, Employee/Labor Relations, Training, Classification/ Compensation, Workers' Compensation etc.
You will plan, develop and administer an effective civilian human resources program for a highly diverse workforce.
You will work closely with commanders and senior staff members, providing advice on recruitment and placement strategies, position management, labor relations and other related personnel matters.
You will analyze proposed changes in operations.
You will assess the impact on personnel program requirements, and advise or guide managers on course of action that will effectively assist management in discharging civilian personnel responsibilities.
You will implement and oversee a very robust, active and dynamic labor relations program to include relationships with multiple locals with various national affiliations.
You will keep abreast of employee satisfaction and morale; analyze other work force trend and changes in civilian personnel matters; and advise the Director Civilian Human Resources (DCHR), serviced commanders or managers of potential problems.
You will direct the establishment and issuance of administrative and personnel management guidance for application within CPF HRO HI.
You will participate in the development of major aspects of civilian personnel policies and programs that impact CPF HRO HI operations.
