The VA Eastern Colorado Health Care System (ECHCS) is part of the Veteran Integrated Service Network (VISN) 19 - Rocky Mountain Network and serves Veterans throughout Eastern Colorado. ECHCS consists of one inpatient facility, plus eleven Community-Based Outpatient clinics (CBOCs).
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken & written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Responsible for key project activities related to the planning, development, & implementation of the project component. Administers information & analytical systems to evaluate & enhance the quality of service provided to patients. As direct supervisor of the employees, incumbent assesses current & potential employees' qualifications, selects new employees, advocates for new positions to support the programs' needs, evaluates the performance of employees & rewards &/or disciplines employees as appropriate. Able to teach & mentor staff & supervise for licensure & specialty certifications. Serves as a member of councils, committees, & workgroups as designated & participates in department/professional continuing education, health record review & protected peer review activities & processes. Performs advance practice clinical social work functions & specialized clinical social work functions as approved on the incumbent's clinical social work scope of practice application. Incumbent exercises mature professional judgment & is licensed at the advance practice clinical level, has specialized knowledge of practice typically related to specific DSM V diagnoses in the Veteran population. Responsible for supervising inpatient case management team discharge planning to a variety of settings for a) subacute &/or long term care at VA Community Living Centers, State Veterans' Homes, Contract Nursing Homes (CNH), community skilled nursing facilities, Independent settings- Assisted Living Facilities, transitional housing, medical respite, residences without or without supportive services such as homecare, Adult Day Health Care c) Inpatient psychiatric treatment programs. Coordinates community-based services, including information & referral for additional services from other VA programs, other government programs & community agency programs. Knowledge of Veterans' benefits & services relating to special programs, service-connected compensation, non-service-connected pension. Facilitates referrals based upon Veterans' needs & eligibility. Maintains complete, accurate, timely & confidential medical record documentation of patient information according to VA, TJC policies/regulations. Provides education & training to staff, orients new staff in programs, & ensures competencies & VACO licensing & certification standards are met. Provides timely & accurate information both verbally & in writing for reports to the Service Chief, and others as directed. Incumbent devises methods of obtaining data, evaluates data to determine the effectiveness of case management interventions, & discharge planning. The incumbent assures that the documentation of the assigned staff reflects the services provided & meets requirements of JCAHO, VHA, & the Medical Center documentation policies and standards.
