This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8800 Aircraft Overhaul Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: the ability to perform the work of an AIRCRAFT MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA) AND ADDITIONAL POSITION REQUIREMENTS: 1. Knowledge of the make-up, operation, installation, and adjustment of a variety of interrelated and/or integrated aircraft systems, subsystems, and assemblies including, but not limited to: fuel and hydraulic systems, flight control systems, instrumentation systems, engines, landing gear assemblies, airframe, and control surfaces. 2. Knowledge of a wide variety of parts, components, subsystems, and assemblies such as ejection seats, nuclear shielding, or similar self-contained systems. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of supply procedures, applicable publications, tools, equipment and material accounting, security, and documentation procedures. 4. Skill in the use of standard and specialized tools and test equipment including fixtures, templates, scales, test stands, and external power sources. 5. Skill in reading and understanding instructions, schematics and diagrams, specifications, blueprints, technical orders, data, and settings from aircraft instruments and gauges. 6. Ability to rig, operationally test, and/or troubleshoot systems; determine when they are operating properly or whether portions of the system should be repaired or replaced; and the type and extent of adjustment and alignment needed. FUNCTIONAL REQUIREMENTS: Heavy lifting (80 lbs and over). Heavy carrying (45 lbs and over). Reaching above the shoulder. Use of fingers. Both hands required. Hours of walking are approximately 4 Hours/day. Hours of standing are approximately 4 Hours/day. Hours of repeated bending are approximately 4 hours/week. Climbing, use of legs and arms. Both legs required. Operation of special purpose and/or motor vehicles. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Depth perception. Ability to distinguish basic colors. Ability to distinguish shades of color. ENVIRONMENTAL FACTORS: Work is performed in hangar areas, outdoors, in aircraft, and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, humidity and inclement weather. Must work in confined areas and in awkward positions. Exposed to bodily fluids, dirt, grease, and aircraft fluids (oil, hydraulic, fuel, sealants, solvents, and hazardous fluids and gases). Potentially exposed to Hydrazine, Halon, and/or composites and Low Observable (LO). Subject to cuts, bruises, muscle strain, and injury from falls off scaffolds, ladders, and aircraft surfaces. Slippery or uneven walking surfaces. Working around machinery with moving parts. Working around moving objects or vehicles. May be exposed to intake suction and hot exhaust blast. Working closely with others. Working alone. Conditions of Employment Continued: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is: to serve as an Air Reserve Technician (ART) performing such duties as removing, installing, adjusting, aligning, inspecting, troubleshooting, and performing final functional and operational tests on a variety of major aircraft systems, their assemblies, and components such as airframe, landing gear, power plant, gear boxes, pumps, and hydraulic, pressurization, utility, fuel, oil, pneumatic, and flight control systems and to provide training to reservists in the accomplishment of tasks set forth herein. Performs inspections and troubleshooting on a variety of aircraft systems, their assemblies, and components in accordance with applicable technical orders/commercial manuals (C40 only) and specifications. Properly determines discrepancies and extent of adjustments and/or repairs required on aircraft systems such as airframe, landing gear, power plant, gear boxes, pumps, hydraulic, pressurization, utility, fuel, oil, pneumatic, and flight control systems. Effectively determines when systems, assemblies, and components are operating properly; whether portions must be repaired or replace; and the type of adjustment and alignment needed. Efficiently uses and maintains various standard and specialized tools, approved technical guidance, and test equipment of the trade. Positions, maintains, disassembles, repairs, and reassembles aircraft systems, their assemblies, and components in accordance with applicable technical orders and specifications. Efficiently completes major overhaul, routine maintenance, positioning, configuration management, and servicing/ground handling of aircraft. Installs, aligns, and operationally tests various mechanical and pneumatic systems on the aircraft. Properly uses a variety of hand tools, specialty tools, measuring tools, and equipment. Tows, services, launches and recovers aircraft. May sign off on work performed by others, clears safety of flight conditions and returns the aircraft to service. Routes components and parts to specialty shops for repair/turn in as required in accordance with established procedures. Properly performs Aerospace Ground Equipment, pre-use inspections and operational procedures. Accomplishes aircraft maintenance and equipment record keeping, both manual and automated, associated with aircraft maintenance and repair. Checks aircraft forms for discrepancies during each work shift, clears discrepancies within capabilities and accurately annotates forms and/or automated records as to work performed. Documents work performed on appropriate aircraft and equipment forms, AFTO Form 781 series, and applicable Maintenance Information System, as required for Maintenance Data Collection. Initiates requisitions for needed parts, supplies, and technical publications. Proposes changes to technical publications when discrepancies are found. Debriefs Aircrew as required. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Strictly adheres to safety and security procedures and regulations and promptly reports any observed or identified violations in accordance with established guidelines. Promptly halts activities where unsafe actions are taken and reports accidents, injuries and/or safety violations to the Crew Chief, Dock Coordinator (ISO only), and/or supervisor. Uses and ensures proper fit of required safety equipment and clothing, to meet all applicable bio-environmental standards. Follows federal, state, and local requirements when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards. Performs housekeeping clean-up duties, such as cleaning equipment, sweeping, straightening, and positioning of tools and equipment in the assigned area. Ensures tools are properly marked, calibrated, secured, serviceable and inventoried in accordance with established procedures. Promptly reports missing, lost, found or unattended tools to the Crew Chief, Dock Coordinator (ISO only), and/or supervisor and maintains tools in accordance with established procedures. Accomplishes and complies with established Foreign Object Damage/Dropped Object Prevention Program regulations and procedures on assigned aircraft and related work areas. Verifies and certifies work processes and procedures and adequacy of work accomplished by certified co-workers and trainees. May provide on-the-job training to aircraft workers with less training and others in related trades on aircraft maintenance practices, technical aspects of new/modified systems and components, and safety procedures. Ensures readiness and task proficiency of trainees. Certifies work produced under the USAF Technical Order Program and/or other agencies applicable directives, publications, and procedures. Attends and successfully completes OJT and/or classroom training to be certified on assigned tasks.
