MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Specialized experience performing the following types of duties: Providing advisory and technical services by applying in-depth knowledge and thorough understanding of Federal human resources laws and regulations. Performing functional duties in key areas, including employee benefits, retirement processing, and retirement counseling. Processing Postal Service Form 50 or Standard Form 50. Contributing on project teams for improving HR processes. Preparing and presenting presentations to various audiences. DESIRABLE QUALIFICATIONS Familiarity with the USPS Human Capital Enterprise System (HCES) or other similar system used for processing Postal Service Form 50 actions. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Ability to interpret, explain and counsel employees and management on retirement, Thrift Savings Plan laws, civilian and military service regulations, leave and work schedules policies, group life and health insurance benefits programs, and processing Postal Service Form 50 or Standard Form 50. Demonstrated experience resolving customer service issues relating to employee benefits programs. Ability to effectively and clearly communicate with various audiences, both orally and in writing. This announcement provides the opportunity for a reassignment/promotion to the Human Resources Analyst position within our Mission Support, Human Resources, Benefits Team located in Arlington, VA. The successful candidate will be responsible for independently performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the areas of Retirement, Thrift Savings Plan (TSP), Leave Programs, Work Schedule Programs, Federal Life and Health Insurance benefits, Payroll Processing, Processing Form 50s and other benefits applicable to the USPS OIG employees. Assignments are of intermediate to mastery difficulty, depending on the GS equivalent level, and require interpretation and adaptation of guidelines to achieve results. Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of job expectations. Provides direct counseling to employees at all levels, including senior leadership, management officials, and staff, on retirement, benefit program entitlements, and on interpretations of the law, regulations, and policies. Interprets and prepares informative material for employees on new, changed, and pending policies, and outlines impact on existing benefits program entitlements. Counsels employees on service credit payments and post-1956 military service deposits; assists employees with benefits and retirement applications; calculates and verifies creditability of service. Provides estimates of expected benefits for employees and survivors of deceased employees. Processes Postal Service Form 50 actions related to onboarding, reassignment, detail assignments, salary adjustments, separations, etc. Prepares and delivers presentations for retirement and benefits seminars. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 09/18/2025 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-13. The salary range for this position is $69,923.00 - $156,755.00. The salary figures include locality pay. Promotion potential to a GS-13 equivalent is at management's discretion.
