Acts as primary contact to veterans for transportation needs. Works with the Supervisory Mobility Manager for transportation workload forecasting, scheduling design, and evaluation of the operational flow of the Veteran Transportation Services program. Manages the Beneficiary Travel Program to provide transportation to beneficiaries traveling to and from VA facilities and other places for the purpose of examination, treatment, or care.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATION GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experiences must meet all of the following: Enters information into an automated tracking system; Reviews documents for omissions and or inconsistencies; and Reviews invoices for payment. You will be rated on the following Competencies for this position: Clerical Computer Skills Transportation Veteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning. The incumbent is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. Work Environment: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease. The duties of the Transportation Assistant includes but is not limited to: Scheduling, Data Collection & Tracking Support Performs work involving consult management, appointment scheduling and admissions scheduling. Collects, compiles, and tracks data and statistical information in support of Veteran Transportation Service (VTS). Performs a basic analysis of the data and generates a variety of reports. Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Coordinates service practices that decrease waits and delays for patients in all specialty areas. Analyzes processing flow to ensure veterans receive consultation services in a timely manner. Beneficiary Travel Program Manages the Beneficiary Travel Program to provide transportation to beneficiaries traveling to and from VA facilities and other places for the purpose of examination, treatment, or care. Determines eligibility for the Beneficiary Travel program and processing requests. Determines which of several fund control points to utilize, entering authorizations, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances. Receives invoices for payment of transportation services and investigates authorizations and or orders. Determines method of payment for authorized and unauthorized ambulance claims submitted for consideration. Explains the regulatory guidelines to beneficiaries submitting any unauthorized ambulance claims to the VA for consideration of payment. Coordination, Program Planning and Advisory Services Plans and directs programs that provide support services functions. Organizes, administers, and directs how the work will be accomplished for the VTS program. Coordinates the day-to-day operation of VTS program flow, processes and functions. Provides advice to operating managers and supervisors on how provided services assist in accomplishing their missions and programs.
