This vacancy is for a Lead Trade and Industry Analyst in the Defense Industrial Base Division (DIB), Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Conducting trade and industry research and analysis related to the U.S. manufacturing and industrial base, national security, and/or critical technologies; and Preparing finished products, such as written materials and visualizations, that communicate analytical conclusions and assessments; and Presenting analytical briefings to senior leaders, interagency partners, industry, and/or program leadership; and Establishing and maintaining working relationships with multiple stakeholders; and Using and/or recommending data analysis tools to collect, organize, and evaluate data to identify key findings and trends; and Advising on improving program operations and/or incorporating new methods, tools, organizational structures, and/or management processes into program operations.
As a Lead Trade and Industry Analyst, you will perform the following duties: Provide analytical advisory services, management and technical expertise serving as a team lead responsible for leading and conducting assessments and evaluating the health and competitiveness of the U.S. manufacturing and industrial base, and investigations into the effects of trade on U.S. national and economic security. Provide technical expertise for program industrial base analysis, including methods of analysis, development of industrial base surveys, presentation of data, and creation of reports. Determine organizational objectives, procedures, plans and schedules, and prioritize tasks and associated flow of documentation to ensure mission goals and objectives are accomplished. Represent the bureau as an authority and spokesperson to other government agencies, to top business and industry officials, and to significant congressional staff and committees. Leverages opportunities for intra- and inter-agency partnerships to maximize impact of organization's mission and execution programs, and to advance the Bureau's economic, foreign policy, and national security objectives.
