An independent Federal agency, the U.S. International Trade Commission provides the President and Congress with high-quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases; and publishes the United States' tariff schedule. BASIC REQUIREMENT To be eligible for the Financial Analyst (Auditor) position, applicants must have a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Applicant must have a combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND MINIMUM QUALIFICATIONS In addition to meeting the basic requirements, application must meet the minimum qualifications listed below: To qualify at the GS-12 level, applicants must have at least one year of specialized experience equivalent to at least the GS-11 level or comparable pay band in the Federal Service performing the following work: data collection, compilation, and analysis of financial/accounting data; the preparation of written reports; and the presentation of relevant financial and accounting information on assigned investigations. To qualify at the GS-13 level, applicants must have at least one year of specialized experience equivalent to at least the GS-12 level or comparable pay band in the Federal Service performing the following work: data collection, compilation, and complex analysis and evaluations related to all aspects of financial/accounting data; the preparation of written reports; and the presentation of relevant technical financial and accounting information in a layman-friendly accessible manner. To qualify at the GS-14 level, applicants must have at least one year of specialized experience equivalent to at least the GS-13 level or comparable pay band in the Federal Service performing the following work: decision and/or recommendation making which has a significant impact on data collection, compilation, and complex analysis, detailed process verification, and evaluations related to all aspects of financial/accounting data; the preparation of written reports; and the presentation of relevant financial and accounting information in a layman-friendly accessible manner. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Financial Analyst (Auditor) position is located in the Office of Operations, Office of Investigations, Financial Analysis Division. As a Financial Analyst (Auditor), you will work in a team environment to obtain, assess, verify and present accurate and complete case-specific financial information for the agency's trade remedy investigations and reviews. The incumbent serves as an auditor and, reviews and evaluates data submitted by U.S. films in connection with questionnaires issued by the Commission, including a documented verification, as needed. Firm-and industry-specific verifications are as efficient and thorough as possible, and findings are documented in a clear manner. The incumbent is responsible for examining accounts for the purpose of ascertaining that reported data fairly present the financial position of the audited activity. Audit (also called verification) functions include evaluating the reliability of reported results and assuring that relevant accounting principles have been consistently applied by the activity audited/verified. Presents technical issues in a manner that can be understood by all audiences. The incumbent is responsible for performing analysis of financial data submitted by firms in conjunction with import injury investigations. Analysis of data principally takes the form of a written report that summarizes the data submitted in response to Commission questionnaires, although oral briefings of the senior staff and Commissioners are also frequently requested. Written summaries of technical financial analysis that are clear, succinct, and financial analysis data presentations in report tables and charts are clear, pertinent, and informative. The incumbent serves as advisor to Commissioners and the Commission's senior staff on the reliability and interpretation of data submitted by U.S. firms in connection with the statutory investigations conducted by the Office of Investigations. The incumbent offers advice to the Supervisory Financial Analyst on the design and content of questionnaires so as to facilitate accurate, complete, and meaningful submission of financial information. Develops cooperative working relationships with team members, supervisors, and others.
