Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of the Principal Legal Advisor (OPLA), in Washington, District of Columbia and Irving, Texas. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. You must demonstrate you meet the Specialized Experience requirements as noted below. Specialized Experience for GS-12: You must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service that included experience such as: Conducting independent evaluations on mission support functions and preparing study findings, recommendations, and reports Providing advice on administrative and management programs and procedures; and Performing liaison functions with other organizations, including effectively presenting the organization needs and establishing harmonious working relations with counterparts. Specialized Experience for GS-13: You must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that included experience such as: Conducting studies, analyzing findings and making recommendations on substantive management projects and programs that require applying knowledge of qualitative and quantitative analytical techniques Conducting analysis of functions and work processes including the examination of system production standards, workloads, non-productive time, and deviations from standards to determine validated staffing requirements for the function studied; and Performing analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning including developing guidance on techniques for management and methods of improvement. As a Management and Program Analyst, at the full performance level, you will perform the following duties: Directing, implementing, coordinating, and overseeing major department-wide mission or administrative programs Providing technical assistance and directing support to management staff in matters relating to the application of planning systems and management programs Developing, implementing, and monitoring sophisticated management information systems focusing on long and short-range plans, policies and programs Planning, developing, and coordinating planning management through briefings, presentations, and conferences for executive management Providing oversight and coordinating the identification, analysis, and issuance of policies with managers and top-level officials
