Job Description:
As the Item Supply Technician for Environmental Management Service (EMS) Department, you will be responsible for managing, coordinating, controlling, and purchasing a variety of general supplies. The Incumbent oversees stock maintenance at or within prescribed levels and establishes or adjusts stock levels and reorder points using standard formulae and prescribed procedures. The incumbent serves as the central point of contact and exchange of information for the customers, relative to supply.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2025. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to the Time-In-Grade requirement, applicant's must also meet the following: Specialized Experience: One year of specialized experience at the GS-05 level, that equipped me with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position. Specialized experience is defined as coordinating and controlling levels of inventory, as well as managing stock to ensure adequate supply remains on station, providing excellent customer service with customers, and extensive clerical experience working with all Microsoft programs (i.e. Excel, Word, etc.). You will be rated on the following Competencies for this position: Control of Funds Manages Resources Problem Solving Product Evaluation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is administrative in nature and often sedentary. However, walking, carrying, stooping, bending, and reaching are required to carry out the inventorying, receiving, and stocking the areas assigned. The activities include physical inspections of merchandise received at the dock; movement of palletized cartons; operation of common material handling equipment (pallet, jack, carts, etc.); unpacking of outer shipping containers; and stocking customer's shelves. The incumbent will be required to lift and carry items weighing up to 50 pounds. Work Environment: The work is generally performed indoors with routine visits to the warehouse, patient care areas, stock rooms, and storage areas. The incumbent may be exposed to outside weather conditions in winter or summer extremes when working on or near the receiving dock. Duties Include but are not limited too: Manages and controls all inventory transactions. Monitors stock levels, revises replenishment :frequencies, rotates stock, and performs assigned inventory management tasks in order to maintain uninterrupted supply support. Make recommendations regarding space needs and space utilization relative to the inventory under the incumbent's control.. Recognize the necessity for high priority action when stock levels are too low or when unsatisfactory quality exists. Take appropriate action to react to low stock levels and alter processes in order to prevent re-occurrence of low stock. Execute proper inventory adjustments, process stock returns for credit, and make cataloging decisions for inventory items. Maintains all due-in records and processes receipt documents in order to properly add assets to the expendable inventory. Monitor due-in actions, back order reports and delinquent delivery reports and takes proper action to keep delinquent deliveries to an acceptable minimum level. Regularly reviews and analyzes stock data in order to assure the most economical levels are maintained and assure an acceptable accuracy level. Makes recommendations to the Chief, EMS regarding changes to products, stock processes, or other areas of the supply program. Reports to the user and to A&MMS management through routine and special reports. Identifies inventory excess and coordinates with Chief, EMS the transfer of excess inventory items. Responsible for the procurement of both routine and non-routine general supplies. Prepare requests for procurement of supplies and equipment, analyzing quotations received from vendors and making awards to the lowest responsive. responsible offer. Independently performs a full range of procurement duties utilizing manual data and the IFCAP automated procurement system. Independently determines the best purchasing and payment method to utilize, i.e., purchase order, IMP ACT purchase card, etc. Delegated as a fund control point official and has the authority to commit funds in order to initiate the procurement process. Track and reconcile purchases and fund control point activity in order to assure funding levels are not exceeded on any purchase. Conducts market research on product pricing and performance. Identifies inventory items that offer the greatest potential for standardization and serves as the using service's point of contact for product evaluations.
