This National Guard position is for a HR SPECIALIST (INFORMATION SYSTEMS) - Title 32, Position Description Number D2190P01 and is part of the WI JFHQ, Human Resources Office, Wisconsin National Guard.
GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower for Title 5 and Title 32 National Guard employees. Provided analytical and problem-solving abilities in HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and/or virtual personnel services). Specialized knowledge of all applicable HR principles and practices related to federal civilian, military, and National Guard technician personnel programs. Work experience managing Army and Air National Guard organizational structures, organizational and manpower standards, manpower resources, and military grades across both Army and Air National Guard branches. Experienced in writing, designing, formatting, publishing, or presenting military and/or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience with HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Skilled and experienced in complex problem solving related to HR information systems and personnel action interface with payroll. Ability to advise senior leaders or commanders, at all levels, or various technician support services. Experienced in developing, controlling, programming and allocating manpower resources in support of the Army and Air National Guard budgeting and execution procedures. Experience with PowerBI that produce functional products. Knowledge, skills and ability to develop training guides, user instructions/manuals, and customer support documentation for HR information systems that has been used by customers.
As a HR SPECIALIST (INFORMATION SYSTEMS) - Title 32, GS-0201-12, you will ensure State HR Information Systems are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. MAJOR DUTIES: Serves as the state technical advisor for HR Information Systems and focal point responsible for the management of the automated human resources information system(s) and ensure smooth operation of these systems. As well as, reporting requirements and requests from our servicing organizations to include NGB. Provides technical advice and guidance to the Human Resources Officer, supervisors, other HR Specialists, and customers in day-to-day operations, decisions and system capabilities. Directs, monitors, and controls operations and maintenance of the DCPDS system. Develops state unique quality control (QC) program queries to ensure OPM/DoD standardization is met. Serves as the primary point of contact for training requirements, issues, and access to all human resources systems in the HRO. Manages access for all HR information systems including accountability, verification, and validation of resources. Performs user account management services by identifying user additions, modifications, deletions, group assignments, and system privileges. Coordinates with appropriate personnel on resolving firewall/server issues too difficult to resolve by the specialist. Resolves printer and client-server issues.
