The Health System Specialist works in the Governance and Compliance Service at the Veteran Affairs Medical Center in Dayton, Ohio. The position reports to the Chief, Governance and Compliance and involves taking on significant administrative responsibilities, managing complex coordination efforts, and ensuring the confidentiality of sensitive information in support of the Medical Center's mission.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Supervisory Health System Specialist (Governance and Compliance) GS-12 grade level requires one year of specialized experience equivalent to the GS-11 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples: Utilization of different software programs (Excel, Word, PowerPoint, etc.), managing projects, data gathering, and skills in written and verbal communication (responses, reports, papers, presentations, meetings, online communications, etc.). INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Qualifying specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You will be rated on the following Competencies for this position: Systems Thinking - Performs analysis that focuses on the way that a system's constituent parts interrelate and how systems work over time and within the context of larger systems; considers the whole system and recognizes links between everything from the complex network of global to departmental priorities. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major duties include but are not limited to: Maintains significant administrative responsibilities, managing complex coordination efforts, and ensuring the confidentiality of sensitive information in support of the Medical Center's mission. Tracks and distributes the facility's suspenses in accordance with the instructions provided by the Veterans Integrated Service Network (VISN) or locally, ensures timely submission of responses, and acts as a liaison between VISN and/or services for suspenses. Responsible for reviewing and entering the facility's Issue Briefs in the Enterprise Issue Reporting System (EIRS) and providing follow up response to VISN inquiries and providing updates to the VISN when available on behalf of the Medical Center. Utilizes a variety of software types to develop, enter, revise, sort, calculate, and retrieve information to create recurring or specialized reports. This expertise may be utilized in preparing reports for VISN and VHA authorities, or public and Congressional stakeholders. Collects, consolidates, and analyzes data for various Medical Center projects and Committees. Gathers and prepares material for use in reports, minutes, presentations, and speeches. Plans, schedules, and implements projects to improve the effectiveness and efficiency of work operations by analyzing program processes and facilitating change. Serves on Medical Center committees and works on special projects as assigned. Functions as an administrative and resource advisor to the Chief, Governance and Compliance. Participates in planning, goal development, and various management analysis (i.e. Planning, Budget management). Responsible for the execution of the HR administrative management responsibilities related to the Governance and Compliance Service. With prior communication and approval of the Chief, Governance and Compliance, serves as a facilitator on individual ER/LR issues and provides administrative support on HR related documents: Organizational Charts, 6 Part folders, position descriptions, SF-52 (Request for Personnel Action) forms, awards, memorandums. Serves as the Security Officer for the Governance and Compliance Service. Assumes responsibility for the security of data processing systems, security of keys, maintaining records, and training personnel in appropriate methods of security. Serves as the Application Coordinator (ADPAC) for the Governance and Compliance Service by determining hardware requirements, making equipment requests, determine menu requirement access, etc. Act as liaison between the service and OIT, as well as other ADPACs. Manages and coordinates on-line communication tools, such as assigned intranet websites (i.e. Publications), and internal SharePoint website collection for Governance and Compliance. Compiles resources from external agencies and assures compliance with all applicable policies, development, and maintenance of internal management processes related to these online tools.
