In this position you will work as a member in the Region Three, Response Division. The ideal candidate for this position will be building, planning, or executing response operational plans, disaster logistics, or resource management to coordinate the resources of various governments needed to effectively implement disaster response activities in catastrophic incidents.
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. GS-11 To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Assisting in developing/coordinating/updating response procedural plans; and, Supporting projects/outreach programs with internal/external stakeholders; and, Using planning/project management tools. OR EDUCATION Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.OR Combination of education and experience. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate at least three (3) of the following: Coordinating disaster logistics. Developing an emergency operations plan, deliberate plan, hazard/incident response, disaster response concept/plan/guidebook/play book. Assessing emergency management capability. Working in state, local, tribal, or territory emergency operations. Leading/planning/facilitating a workshop involving multiple stakeholder agencies. What will I do in this position if hired? In this position, you will serve as an Emergency Management Specialist (Response). Typical assignments include: Ensuring logistical planning collaboration among Response Division branches, other Region 3 Divisions, the Defense Coordinating Element, other regions, Office Response and Recovery, and the Logistics Management Directorate.- Provide regional logistics planning input to national, regional, and divisional deliverables. Training and educating the Logistics Operations on logistics planning programs and ongoing activities. In coordination with the Logistics Operations identifying, researching, and analyzing logistical challenges that would arise during a complex federal response. Conducting persuasive and well-prepared Logistics Planning briefings to diverse audiences (Senior Leadership, HQ, Intra-Region, ESFs, etc) Participating in formal and informal regional and national working groups. Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
