The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
In order to qualify, you must meet the education and/or experience requirements described below. Applicants must have at least one (1) year of specialized experience equivalent to at least the CP-08/GS-10 grade level that equipped the candidates with the particular competencies needed to successfully perform the duties of the position to be filled. Such specialized experience includes operating a fully comprehensive hazardous materials intervention, prevention, and control program; carrying out extensive contingency plans for containment and evacuation; and/or conducting prevention training designed to eliminate unsafe acts or conditions resulting from CBRNE and weapons of mass destruction incidents. Applicants must also possess the following training and/or certifications accredited by either the National Board on Fire Service Professionals Qualifications (NBFSPQ) or the International Fire Service Accreditation Congress (IFSAC). This position is located within the USCP, Operational Services Bureau, Hazardous Incident Response Division, Hazardous Materials Response Team (HMRT). The role of the HMRT is to ensure continuation and continuity of the nation's government operations along with the safety and welfare of individuals in and around the U.S. Capitol Complex through a fully operational and comprehensive Chemical, Biological and Radiological (CBR) Incident Response Program. The HMRT responds to credible threats of chemical, biological, radiological, nuclear, or high-yield explosive (CBRNE) incidents; conducts significant consequence management operations; and provides limited mitigation, casualty search and extraction, limited personnel decontamination, and limited emergency care when required. Plans and supervises the operations of a first response unit shift in the event of a CBRNE incident within the Capitol. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Identifies unit goals and objectives, methods, resources, and action plans in support of the HMRT strategic plan. Responsibilities include, but are not limited to, strategic planning and oversight for sweeps, training and logistics, and the organizational resources necessary to achieve the goals of the HMRT in an optimum fashion. Advises senior management on appropriate measures and alternative courses of action to achieve mission goals. Participates in the development of methods and techniques to control or eliminate unsafe acts or conditions in CBRNE incidents. Provides operational liaison with civilian and military agencies, such as the U.S. Secret Service, U.S. Marine Corps Chemical Biological Incident Response Force, and the U.S. Department of Health and Human Services. Provides administrative and technical supervision. Performs limited human resource management functions, e.g., approves leave; resolves simple, informal complaints; develops performance standards; evaluates work performance; identifies developmental and training needs; etc. OTHER SIGNIFICANT FACTS Due to the nature of police and emergency operations, the incumbent may be called upon to perform duties outside their realm of expertise.
