This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Office of the Chief Prosecutor (OCP), Litigation Support and Training Division located in North Charleston, South Carolina.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Knowledge of, and skill in applying IT concepts, Principles, methods and practices. Knowledge of and skill in applying database principles, concepts, methods, standards, and practices sufficient to accomplish assignments. Substantive knowledge of operating programs, and knowledge of pertinent statistical, analytical, and comparative data preparation. Knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of IT program operations In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. NOTE: Education cannot be substituted for experience at this grade level. You will serve as an Information Technology Specialist (DATAMGT) and be responsible for the management and administration of Information Technology (IT) projects and advisory services including the planning, acquisition, development, integration, implementation, and evaluation of information technology systems and subsystems to meet the overall informational and case-related needs of all Office of the Chief Prosecutor (OCP) offices. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Ensuring seamless functionality of OCP operations by supporting the installation, operation, maintenance, training, and troubleshooting of all IT and audio visual (AV) systems associated with OCP offices, court-reporter equipment, court-proceedings, smart courtroom technology, and any other IT systems, including coordinating with internal and external stakeholders to obtain necessary waivers and approval for introducing non-standard IT / AV equipment or non-Coast Guard entities to utilize the equipment and spaces. Overseeing the execution of IT programs of broad scope and mission impact and reviewing and interpreting new and established IT directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress. Preparing internal instructions, operating policies, procedures, guidelines, etc. concerning assigned program(s) and recommending required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives. Serving as a point of contact for OCP systems related requirements, as well as serve as the Contracting Officer's Technical Representative (COTR) for all OCP technology procurements, purchase requests, online office budget, financial planning, Statements of Work, task orders, and related procurement documents; perform quality control and acceptance testing on new application versions while under development by contractors; oversee or coordinate the preparation of testing and implementation plans; determine and coordinate requirements, and oversee others in the implementation of those plans.
