You will serve as the Commander's Action Group/CAG Deputy in the Commander's Action Group (CAG) (N01) of COMNAVSURFPAC. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing leadership in the organizational, technical and command structure of manning, training and readiness for naval surface warfare activities. Examples of qualifying experience may include (1) mastery knowledge of the authorities to organize, man, train, equip, and maintain surface forces in execution of the authorities delegated to CNSP, to include the Surface Navy organizational and command structures (Squadron/Carrier Air Wing/Carrier Strike Group/TYCOM/Fleet/OPNAV) and man, train, equip processes and organizations in execution of the Commander's delegated authorities; (2) mastery knowledge of Joint and Navy, plans, policy and doctrine to provide direct input and recommendations to the Commander in surface forces fulfillment of the applicable functions specified in Title 10 U.S. Code Section 8013; (3) mastery knowledge of Navy and Joint command relationships with respect to Fleet operations and the Unified Command Plan, to provide the Commander input on the optimal organization or processes in fulfillment of all missions, functions and tasks in support of the Fleet Commanders and support to unified and specified combatant commands. You will report to the CAG Director or directly to the Commander, Naval Surface Forces (CNSF) on strategic initiatives affecting the long-term operational readiness of the Naval Surface Forces.
You will plan the coordination of senior officer forums (up to the 4-star level) which are focused on Surface Navy community specific issues, policies, guidance and Surface Warfare Enterprise readiness analysis and actions.
You will provide high level advice and expert technical assistance to the Commander, Naval Surface Forces (VADM/O9), the CNSF Executive Director (SES/Tier II), the CNSP Chief of Staff (CAPT/O6) and other senior leaders at the O6/GS15 level.
You will regularly make decisions independent of the CAG Director pertaining to day-to-day operations of the organization, allocation of resources, manning, long range strategic policy, and administrative policy.
You will administratively and operationally supervise all military and civilian subordinate personnel within the organization and have the same authority as the CAG Director to make employment decisions.
You will have interchangeable status with the CAG Director in serving on boards, committees, etc., and dealing with high-ranking officials outside the organization.
You will coordinate, communicate and collaborate with other Fleet Warfare processes, providers, partners and stakeholders internal and external to the Naval Surface Force.
You will analyze emerging issues, activities, policies, processes, plans and guidance; and determine cascading order effects for strategic strengths, weaknesses, opportunities, or threats to the Naval Surface Force.
You will support the CAG as the point of contact and subject matter expert for strategic (Department of Defense (DOD)/Department of the Navy (DON)/CNO/Fleet) level plans and policy development and coordination.
You will develop command-level inputs regarding the development of strategic documents and plans.
You will coordinate the human capital planning and budget requirements in support of the CAG staff and contracting requirements.
