Job Description:

This position is located in Fraud Detection and National Security Directorate, FDNS HQ Front Office, FDNS HQ MISSION SUPPORTĀ DIV. As a Management and Program Analyst, you will implement, coordinate, and analyze a variety of workforce management programs, prepare and provide briefings and presentations, and develop and evaluate policies.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/17/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/17/2025. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as advisor and consultant with full technical responsibility/subject matter expert for organization-wide personnel management program/project assignments; Independently overseeing the development of human resources projects including job analysis, position descriptions, position management, and performance management; Analyzing data to identify trends and pattens, and independently devise alternative method(s) that provide reports, analysis for HR strategies and processes, and monitor program effectiveness utilizing Microsoft excel, Tableau, and/or Power Bi to create dashboards and databases; and Facilitating discussions with senior leadership across the organization pertaining to staffing and recruitment initiatives, coordinating projects with other work units and offices, and partnering with human resource stakeholders to define requirements to support directorate hiring goals. Serves as a Management and Program Analyst with responsibility for Workforce Management in such areas as staffing and recruitment, performance, awards, and human capital initiatives.
Initiates, develops, and revises policy and procedures related to human resources or administrative issues.
Evaluates program execution; recognizes problem areas; and originates solutions to complex and unusual issues.
Identifies organizational knowledge gaps and provides training to supervisors and workforce on a variety of HR topics.
Develops human resource management strategic planning activities to formulate programmatic approaches.
