To qualify for a Government Information Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Development, implements, and manages of agency-wide information governance policies, such as FOIA, which identify and establish the roles, responsibilities, and processes by which agency personnel manage information as an asset. Formulates and drafts FOIA program procedures and guidelines for personnel's use with the assigned program, and ensures the timely update and implementation of FOIA policies, procedures and rules. Directs the search for relevant records, negotiates with FOIA requestors and their attorneys and may commit to a course of action in such negotiations. Directs the design and use of a variety of databases, spreadsheets or suspense files, to collect and maintain statistics for FOIA actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Responsible for the development, implementation, and management of agency-wide information governance policies which identify and establish the roles, responsibilities, and processes by which agency personnel manage information as an asset.
Interprets and applies laws, regulations, policies, and guidance to provide access to Federal agency records and information, while ensuring protected information is appropriately disclosed.
Implements IGC's Freedom of Information (FOIA) and Privacy Act (PA) programs and serves as point of contact responsible for the development, administration and conduct for the assigned area of responsibility FOIA and PA programs.
Manages and administers the FOIA and Privacy Act programs, serves as liaison to customers, clarifies and resolve issues with responsibility for planning, developing, and communicating the organizations' programs, policies, and activities.
Assists the Privacy Officer in serving as the technical expert to DLA on all matters relating to the management and oversight responsibilities for the DLA domestic Privacy Act Program and exercises functional control over these functions within DLA.
Handles all FOIA and Privacy Act requests that may initially be sent to international and/or remote Commodity Business Units (CBU) locations.
Coordinates FOIA response process, evaluating the request, directing the search for relevant information, determining the ability for release of information, and preparing a timely, formal response.
