Job Description:

There are two positions located in the U.S. Department of Education, Institute of Education Sciences in Washington, DC. The Assessment Design Specialist and the Reporting and Analysis Specialist will provide technical direction and oversight of the NAEP data, contracts, and reporting, in support of National Center for Education Statistics (NCES).
Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience below. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience working on teams responsible for sampling, design, and analysis of student assessments, such as National Assessment of Educational Progress (NAEP) or statewide assessment programs. 2. Experience supporting the acquisition of education research services that support the sampling, design, implementation, or analysis of national or state-wide student assessment programs. 3. Experience in preparing technical documentation, analyses, or other assessment-related materials that effectively communicate highly technical statistical and operational information to internal and external stakeholders so that they understand, and responsibly use, assessment data. Knowledge, Skills, and Abilities (KSAs) - Assessment Design Specialist, GS-1530-13 Knowledge of sampling, design, and data analysis techniques appropriate for a national assessment of students' academic knowledge. Knowledge of monitoring contracts that have been issued to procure work in the education sciences. Ability to present data and analysis orally and in writing to internal and external stakeholders. Knowledge, Skills, and Abilities (KSAs) - Reporting and Analysis Specialist, GS-1530-13 Knowledge and skill in the analysis and reporting of data from national assessments in accordance with IES standards for rigor. Knowledge of how to effectively monitor contracts that have been issued to procure work in the education sciences, so that the government’s requirements are fully met in a manner that is as efficient as possible. Ability to present data and analysis orally and in writing to internal and external stakeholders.

Serving as a Contracting Officer's Representative (COR) on one or more contracts. In conjunction with program leadership, developing project technical specifications, preparing procurement requests, and assisting the Contracting Officer in proposal review, source selection, and other aspects of the procurement process. Post-award, monitoring contractor’s technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel. Providing technical consultation and guidance to IES leadership and other stakeholders on all facets of the program of work, including sampling and weighting, study design, data analysis, interpretation of findings, and the application of advanced methods and techniques. As a Statistician (Education) (Reporting and Analysis Specialist), GS-1530-13, you will be responsible for: Leveraging expertise in reporting and analysis of student assessment data to ensure quality and accuracy of NAEP data and products. Serving as a Contracting Officer’s Representative (COR) on one or more contracts. In conjunction with program leadership, developing project technical specifications, preparing procurement requests, and assisting the Contracting Officer in proposal review, source selection, and other aspects of the procurement process. Post-award, monitoring contractor’s technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel. Synthesizing statistical and analytical work into materials and presentations for internal and external stakeholders.
