This vacancy is for a GS-1801-14, Senior Marine Inspector located in the Department of Homeland Security, U.S. Coast Guard, D8 OUTER CONTINENTAL SHELF DIVISION in New Orleans, Louisiana.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: In-depth knowledge of the offshore oil and gas industry, including expert knowledge of offshore oil and gas industry principles, practices, methodologies, and all applicable Coast Guard, state, federal, and international laws, regulations, and treaties. Mastery knowledge of a professional and administrative field to apply theories and new technologies to arising challenges not susceptible to treatment by traditional methods; makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. Expert knowledge of maritime statutes, Titles 33, 46, and 49 Code of Federal Regulations (CFR), regulations in 30 CFR, Title 46 and 43 US Code, Navigation and Vessel Inspections Circulars (NVICs), Marine Safety Manual (MSM), CG-CVC Policy Letters, D8 Policy Letters and the technical standards of industry and professional engineering societies relating to vessel navigation, inspection, manning, pollution prevention, and OCS Activities. An expert knowledge of several international maritime treaties and conventions and their amendments is required. Extensive knowledge of classification society rules and the consensus standards of industry and professional engineering societies. An extensive knowledge of technical plans, engineering blueprints and engineering standards for power plants, equipment, vessel structures, and operational parameters; and, marine engineering and architectural principles. An advanced knowledge of welding, welding standards, and welding processes is required. An advanced knowledge of the broad range of vessel hull and equipment systems associated with lifesaving, fire protection, navigation, ventilation, watertight: integrity, stability, welding, pollution prevention, drilling and production systems, auxiliary machinery and equipment, steam, diesel and electrical power systems. Expert knowledge of the widest possible array of OCS unit types and configurations, including , FPSOs, drillships, Spars, tension leg platforms, semi-submersibles, self elevated drilling units, fixed platforms and well intervention vessels. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Senior Marine Inspector and serves as Chief of Inspections for all subject to the authority of the Outer Continental Shelf (OCS) Officer in Charge, Marine Inspection (OCMI). On behalf of the OCMI, plans, directs and coordinates all operations of the OCS Marine Inspection program at six different field units within D8. The incumbent provides highly technical evaluations of new technologies continually emerging against all existing marine safety program regulatory frameworks and statutes. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serves as program liaison by planning, organizing, budgeting, and coordinating the activities of assigned OCS inspectors at multiple Coast Guard field units within the D8 OCS's AOR. Oversee the day-to-day operations of the OCS inspections mission as executed by the Coast Guard field units across the D8 OCS's AOR. Serve in a non-supervisory leadership role to the OCS inspectors at the Coast Guard field units to ensure proper execution of OCS inspections program.
