Job Description:

This position for The Defense Information Systems Agency is at Columbus, Ohio; Fort Huachuca, Arizona; Fort Meade, Maryland; Pensacola, Florida; Scott AFB, Illinois .
Time in Grade: Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 for GS-11 level and GS-11 for GS-12 level) in the Federal service, which demonstrates the ability to perform the duties of the position. GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. GS-12 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Specialized Experience: Specialized experience at the GS-11 grade level is defined as: Experience designing or managing a financial system; using financial data to advise managers; creating new procedures for financial work; and acting as a representative in meetings to solve financial problems. Specialized experience at the GS-12 grade level is defined as: Experience directing the design or maintenance of a financial management system; analyzing financial management data to provide advice for management decision-making; developing standard operating procedures or internal controls for financial processes; and representing an organization in meetings to resolve financial management problems. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Communication, Financial Management, Financial Management Analysis, and Program/Project Management Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
Analyzes financial data to advise management decisions. Makes recommendations to formulate financial/operational information into meaningful products. Requires extensive knowledge of senior management data needs and current access tools.
Performs staff visits to HQ, DoD, and federal agencies to evaluate financial management procedures, systems, policies, and compliance. Participates in conferences/meetings at all levels for effective TSEAS financial management.
Advises senior management on financial information availability and assists decision-making for efficient DoD resource use. In absence of GS-13 team leader, serves as Project Manager for PSD/Comptroller projects.
Develops instructions/procedures to implement proposed systems. Participates in formulating TSEAS manual/operating instructions. Supports audits through reconciliations, control identification, and preparing CAPs/NFR responses.
Advises senior management on financial information availability and assists decision-making for efficient DoD resource use. In absence of GS-13 team leader, serves as Project Manager for PSD/Comptroller projects.
