Job Description:

You will serve as a Program Analyst in the AUKUS Integration and Acquisition (I&A) office of Team Submarine of AUKUS INTEGRATION AND ACQUISITION. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading in the development of analytical studies (e.g. contract and acquisition planning, budget planning, development and execution, schedules, project planning, resource allocation, problem resolution, performance, risk assessments, strategic planning, data analysis, and process improvement) to identify or recommend solutions in the efficiency of program requirements for the achievement of organizational goals. You will serve as a senior expert analyst, consultant, and advisor to management executives to evaluate the effectiveness of programs and operations for acquisition planning efforts, formulation of acquisition strategies, and contract development.
You will manage/authorize plans and schedules, define actions, authorize actions, and direct resources required to ensure that projects proceed in an orderly, cost effective, and timely manner.
You will collaborate in high level meetings with government and industry personnel, serving as a senior authoritative representative.
You will identify and apply innovative practices and principles to resolve problems and gain acceptance of new methods or contract procedures.
You will be responsible for matrix-group efforts, finalizing decisions regarding findings, e.g., briefings, evaluation reports, or recommended courses of action.
You will serve as a team leader on evaluations, studies and assessments with responsibility for assigning study segments and studies to participants.
You will develop and present briefings/products at the major command or higher level that speaks to trends, metrics, significant issues within the command or organization and a plan of action to create desired change.
You will perform budget, financial, and resource analysis and provide recommendations to support cost comparison and/or benefits of current or projected programs.
You will serve as a Contracting Officer's Representative (COR) and monitor and evaluate progress for assigned contracts including physical and financial progress reported.
You will interpret and ensure that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures and support program objectives for the life of the contract.
