THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT, Position Description Number D2932000 and is part of the ID 124 FSS, Idaho Army National Guard. THIS POSITION IS INDEFINITE, NTE 5 YEARS WITH THE POSSIBILITY TO NON-COMPETITIVELY CONVERT AT A LATER DATE. THIS IS A CONCURRENT ANNOUNCEMENT WITH 25-65 AGR VACANCY.

GENERAL EXPERIENCE: Work performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization. Minimum Requirements: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Must have experience serving as advisor to commanders on assigned unit human resources (HR) programs. Experience in interpreting policy and providing procedural guidance to commanders, supervisors, and staff members. Must have experience providing guidance and assistance on unit program(s) for which responsible and providing training to supervisors on all military human resources issues. Experience in analyzing data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members. Must have experience providing commanders, supervisors, and the MPF staff with a variety statistical data reports pertaining to military HR issues to assist in HR management decisions.
1. Provides broad management advisory services. Analyzes and resolves operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures. Responds to inquiries from all base-level personnel system managers. Provides direction and gives advice to section chiefs and representatives of serviced organizations on methods to approach to systems related discrepancies discovered through analysis. Monitors corrective actions. Interprets Department of Defense (DoD) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements. Manages, and controls the operation of PDS to include the MilPDS, Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM), and other related system interfaces. Provides technical support to include system security, user account management, and user access. Provides advisory services to users on the technical aspects of PDS applications, the capabilities available within the systems to assist them in day-to-day operations and their impact on personnel programs. Analyzes and compares data between the military personnel data system and interfacing systems. Analyzes products by comparing and verifying data for mismatched or missing data. Identifies discrepancies, takes corrective actions, and reports to supervisor. Resolves technical problems. Prepares, coordinates, and implements local procedures for system operations. Develops and analyzes management products to determine the adequacy and accuracy of the PDS database. Implements quality procedures used to suspense and assist FSS work centers in correcting Transaction Registers (TR) and other-directed data assessment programs. Reports findings to the supervisor and provides recommended actions to correct negative trends. Develops local data products required for FSS work centers and develops products in response to requests from other base personnel. Validates requests for recurring products and designs them to meet user expectations within system limitations. Provides timely and accurate distribution of all PDS products. Coordinates with The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures. Analyzes higher headquarters systems procedures and implements local systems procedures. 2. Assists in administering Military Personnel Data System training programs for the MPF and other users of the system. Assists in performing formal and informal training on utilization of the Military Personnel Data System, and other related systems to all users. Researches, develops, reviews, and updates training materials to include training outline, lesson plan, and charts. Obtains and arranges classrooms, audiovisual equipment, and on-line computer training aids. Advises managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field. Controls the operation and maintenance of the PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW) and myFSS. Updates users on current system information and informs users on how to extract and use of information that is pertinent to their organization. Assists and interprets all personnel system programs for which they are responsible. Provides FSS personnel, individuals within the Command Support Staff and other agencies who have access to PDS data with interpretations and data applications. Provides customer assistance to current and potential PDS users within the FSS and serviced organizations across the installation. 3. Prepares comprehensive human resources management reports. Receives, evaluates, and processes requests and when necessary, develops specialized products to meet unique analytical needs. Develops, establishes, and maintains work function training programs. Plans and schedules tasks and training activities for traditional status guard members. Prepares and provides formal and informal training to PDS users. Provides military personnel advisory services to commanders and staff on all personnel systems programs. Analyze data and subsequent determinations regarding any number of personnel matters which may involve or affect ARTs, AGRs, Traditional Reservists, and/or their family members. Advises supervisors or managers within unit when actions may affect productivity or mission effectiveness. Performs other related duties as assigned.
