Job Description:

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for analyzing the strategic direction of MCTO's mission, strategy, operations, and organizational structure impacting the way DoD accomplishes transition and reintegration assistance for uniformed members. Examining transition and reintegration impacts on the Military Departments, Congress, and the USD(P&R).
You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Managing, monitoring, and tracking program initiatives based on legislation and associated statutes to comply with federal regulations developing or using the authorized tracking system (e.g., CATMS, TMT, CHARRTS). Collaborating directly with federal, state, and local government agencies, private and public sector companies, federal and non-federal entities, technical and trade schools, universities and colleges, and/or entrepreneurial programs to develop, inform, and support employment, education, vocational, and small business initiatives. Developing and delivering presentations with recommendations to inform and advise senior leadership on agency strategic plans, initiatives, and/or organizational direction. Writing, developing, and coordinating on congressional, policy and/or legislative proposals or request for information (RFIs). Coordinating with the Military Departments, other Federal agencies, employers, and subject matter experts to resolve complex policy or programmatic matters related to military transition assistance, Reserve Component reintegration, and/or employer partnerships. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a MANAGEMENT & PROGRAM ANALYST (PROGRAM INITIATIVES MANAGER) at the GS-0343-14 some of your typical work assignments may include: Performs a broad range of duties related to managing MCTO strategic initiatives related to legislative changes and programmatic impacts issued by Congress, the Government Accountability Office (GAO), the Office of Management and Budget (OMB), and the Inspector General (IG) regarding transition and reintegration programs. Identifies, analyzes, and manages key interdependencies and sources of potential conflict in the strategic direction of MCTO's mission, operations, and organizational structure impacting the way DoD accomplishes transition and reintegration assistance for uniformed members. Reviews, analyzes, and drafts written responses to include talking points, information papers, standard operating procedures, technical reports, fact sheets and congressional reports, associated legislation, policies, directives, statutory amendments, federal regulations, and recommendations. Identifies strategic initiatives and opportunities leveraging cross-collaboration with inter-service and interagency partners; develops strategic plans and relations to foster public/private partnerships with DoD Transition Assistance Program (TAP), SkillBridge, and Yellow Ribbon Reintegration Program (YRRP) stakeholders. Represents MCTO at meetings within the Department and at external engagements (e.g., conference panel, summits, roundtables) with other government and non-government agencies, carrying out studies or projects, while directing activities of contractors and other SP&I priorities.
