Position is located in the NPS (Washington Support Office (WASO), Division of Fire and Aviation Management and supports the All-Hazard Incident Management Program of the National Park Service. This is a temporary promotion or detail opportunity, not to exceed 1 year, and may be extended for up to a total of 5 years. This position may be made permanent without further competition. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications, and time-in-grade requirements by closing date of the announcement: EXPERIENCE: One year of specialized experience equivalent to GS-09, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position and I have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include at least one of the following: Work directly related to entry, upkeep and management of incident response qualifications, certifications and training data using the Incident Qualifications and Certifications System (IQCS); mobilizing resources using the Incident Resource Ordering Capability (IROC),system; assisting in oversight of incident management programs and activities, through tracking of incident response related data using systems including, but not limited to FBMS and e-Isuite for fire and emergency services personnel. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL.M in a related field. Note: You must submit a copy of your transcripts with your application. -OR- Successful completion of a combination of education and experience as described above. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as a subject matter expert in the function of the Incident Qualifications and Certification System (IQCS) providing guidance to region and field level IQCS users. Coordinates other NPS IQCS account managers during special projects or large incidents to analyze and ensure process and procedures are in place to provide data entry services for large numbers of NPS responders under abbreviated timeframes. Provides consultation to NPS managers and responders on the function of the Incident Resource Ordering and Capabilities (IROC) system to ensure rapid response to NPS planned and unplanned incidents as well as FEMA Emergency Support Function requests. Coordinates with local, regional, and national interagency dispatch organizations to facilitate the mobilization of NPS resources across the United States. Creates new responder profiles in IQCS and consults with park, regional and national responders, park managers, regional managers and national managers on all-hazard and wildfire qualifications pathways and requirements for advancement. Works with Deputy Chief Emergency Services, wildland fire managers, regional emergency services managers and Incident Management Team Managers in planning and administering a service-wide program to prioritize personnel to receive incident training assignments. Reviews data and provides analyses to managers to inform decisions related to succession planning efforts. Coordinates program communication and provides recommendations to committees and higher-level managers on prioritization of program applicants. Develops and manages application process and procedure and modifies as needed to ensure relevance and management direction is reflected in process and communication. *Salary represents the GS RUS (rest of US).
