Job Description:

The incumbent provides travel benefit services to veteran patients using the Beneficiary Travel Program. This position is located in the Beneficiary Travel Unit of the Business and Finance Service at the VA Roseburg Health Care System in Roseburg, OR.
To qualify for this position, applicants must meet specialized experience within 30 days of the closing date of this announcement, 09/18/2025 and time-in-grade requirements. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05, applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this position, applicants must have held at least a GS-03 level position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Determines eligibility for beneficiary travel and processing requests; Receives invoices for payment of transportation services; Investigates authorizations, orders, and review records; Validating, controlling and maintaining accounting records for many travel accounts and making frequent dollar amount adjustments of those accounts; Submitting documents for approval and payment; Processing beneficiary travel reimbursements; Uses software such as word processing, spreadsheets, patient scheduling programs, transportation service program packages, etc.; Promptly communicating with patients and customers to enhance customer experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and post-high school education beyond the first 60 semester hours (i.e., beyond the second year) to be creditable. (Transcripts Required) You will be rated on the following Competencies for this position: Communications Customer Service Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary in nature and requires no special physical demands. The majority of the work is performed sitting at a desk performing computer work. Physical demands include sitting, standing, walking, and bending. Major duties include, but are not limited to: Independently manages the Healthcare System's travel pay benefit and patient funds programs. Determines eligibility for the program and processing requests. Manages the fund control point to ensure accurate accounting and cost projections. Performs regular reconciliations and adjusts account balances. Contacts approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Prepares and authorizes VA 07-3068 and VA 4-1358. Reconciles daily transactions and balances account monthly. Notifies supervisor of any excess or deficit of funds. Monitors institutional award accounts with accountability to the appropriate Regional Office. Reviews all documents submitted for processing for compliance with regulations and policies. Prepares and posts vouchers transferring funds, posts and processes purchase orders, cash withdrawals by patients, and makes certain sufficient funds are on deposit for any withdrawal. Communicates and interacts with patients in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the patient. Adheres to fire, safety, and security requirements. Protects sensitive data. Performs other related duties as assigned.
