Job Description:

You will serve as a Contract Surveillance Representative in the Facilities Support Contracts Branch of MARINE CORPS BASE.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Administering the contract surveillance process (e.g., perform pre-bid quality assurance [QA], develop contract QA criteria, prepare QA plans, perform QA evaluations, conduct contractor performance reviews, prepare inspection reports) in support of facility support operations; 2) Conducting on-site QA inspections of maintenance construction and service contracts to ensure work is performed in accordance with technical requirements, work procedures, and quality assurance methods governing facility support operations; 3) Serving as technical authority (e.g., liaise with customers and contractors, define customer contract requirements, identify technical problems, determine material deficiencies or substitutions, resolve problems in contractor performance) on the contract surveillance process utilizing in-depth knowledge of quality assurance standards; and 4) Preparing QA reports, specifications, and correspondence in clear and concise terms for submission to management-level executives. You will perform a wide range of contract surveillance duties in support of public works facilities (maintenance, services/construction).
You will review pre-bid contract specifications for compatibility with the administration of quality assurance methods and procedures.
You will conduct pre-bid site visits and inspections.
You will review drawings, blueprints and specifications, and determination of critical inspection points involved.
You will prepare government estimates for indefinite quantity level of effort or time and material work items using Engineered Performance Standards (EPS) and other appropriate cost estimation techniques.
You will identify and document deficiencies and furnishes documentary proof together with physical data, diagram, and photographs.
You will prepare daily inspection reports of each inspection, recording in detail the site inspected, the time observations of the work in progress, and discrepancies noted.
