Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing current and proposed CBP and DHS policies, regulations, and technical publications to identify changes required in the Resource Allocation Plan (RAP); Conveying large amounts of technical information quickly to influence leadership decision-making; Developing and supporting resource decision recommendations that are underpinned by analysis; Interpreting policies and guidance from higher authorities and disseminating necessary action with agency-wide subject matter expertise and leadership. In this position, you will analyze and evaluate major management aspects of substantive, mission-oriented programs. You will develop long-range program plans, goals, objectives, milestones, and evaluate the effectiveness of programs conducted throughout USBP. Your work will help senior leadership to identify and prioritize requirements and allocate resources accordingly in CBP's five-year Resource Allocation Plan (RAP), which is the foundation of the agency's budget. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10). As a Management and Program Analyst, you will be responsible for analyzing agency-wide operations to justify requirements and associated resource requests. Typical work assignments will include: Developing alternative courses of action in support of the agency's Resource Allocation Plan (RAP), with a focus on long-term financial and operational impacts. Serving as USBP's representative at meetings with senior agency officials and participating in planning long-range research development processes. Conducting research to improve CBP's processes and systems that support RAP development and ensure compatibility with other related CBP and DHS systems. Developing topics for analysis and leading cross-disciplinary, agency-wide Programmatic Issue teams to solve long-term problems or improve the performance of systems, processes, or operations.
