Applications will be accepted from all qualified candidates. This position is in the excepted service. It is filled by an alternative hiring process and is not in the competitive civil service. Position is located in: DFAS Office of General Counsel, Garnishment Law - Cleveland, OH.
GS-13 Qualifications: Assignments require the first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition, the attorney shall have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.
Performs research, conducts studies, and renders opinions on legal problems involving complex and difficult questions and factual situations that pertain to issues and other critical or sensitive matters that arise within any component of DFAS.
Works as an authority in assigned area and is expected to develop innovative ways to solve extremely complex issues and problems. Incumbent has wide latitude in problem identification, work prioritization and methodology.
Provide legal advice in support of processing legal process served on DFAS, including/not limited to interpretations of court orders affecting military retired pay under USFSPA, SBP, personal Bankruptcy and legal issues arising from DFAS' pay mission
Responsible for discussing, reviewing, and advising management officials throughout DFAS on matters within their designated areas of expertise. Renders legal advice and counsel to senior management, supervisory officials and other DFAS attorneys.
Coordinates legislative issues within DFAS by tracking proposed legislation for impact on the directorate, researching the effects of the proposed legislation and drafting proposed legislation as necessary.
Independently makes or advises on adjustments to policy where the impact exceeds routine adjustments. Coordinates with higher legal authority when the policy change is transformative in the area or broadens or restricts the activities of the agency.
