Job Description:

This position is part of the Defense Human Resources Activity, Defense Manpower Data Center. This position is for an Acquisition and Contract Management Division Director who will play a critical role in ensuring the timely and cost-effective acquisition of goods and services essential to DMDC and DHRA mission success.
You may qualify at the GS-GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Assisting in government acquisition and contract management in a supervisory or leadership role overseeing a team of contracting professionals. Must provide demonstrated expertise in all phases of the acquisition lifecycle, from requirements definition and market research to solicitation, negotiation, award, and contract administration/closeout. Must have a proven track record of developing and implementing acquisition strategies that align with organizational goals and objectives, while ensuring compliance with the Federal Acquisition Regulation agency-specific regulations, and other applicable laws and policies. Significant experience managing complex and high-dollar-value contracts, experience leading and mentoring acquisition professionals, fostering a culture of continuous improvement and professional development, and experience presenting complex acquisition information to senior leadership and stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a SUPERVISORY PROGRAM ANALYST (BUSINESS ACQUISITION) at the GS-0343-15 some of your typical work assignments may include supervision, oversight, and management of a team that: Leads the development and implementation of comprehensive acquisition plans Develops acquisition strategies that align with organizational objectives Ensures compliance with all applicable acquisition regulations and policies Prepares complete and accurate solicitation packages Collaborates with stakeholders to define clear and measurable performance standards Supports the evaluation of proposals and the selection of responsible and responsive contractors Administers contracts to ensure compliance with terms and conditions Negotiates Interagency Service Support Agreements (ISSAs) and prepares required documentation Manages financial aspects of contracts, including funding, invoicing, and payments Collaborates effectively with program managers, technical experts, contracting officers, and other stakeholders Communicates effectively with internal and external stakeholders Participates in acquisition review boards to provide insights and recommendations
