You will serve as the Executive Assistant Director for National Security Directorate, National Criminal Investigative Services (NCIS) Headquarters. The Directorate is responsible for the formulation, oversight, evaluation, coordination, and control of counterintelligence activities crucial to the security of the Department of the Navy (DON) and the United States.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Knowledge of the NCIS mission, functions, organization, goals and objectives. TQ 2. Knowledge of the mission and operational technologies of other U.S. intelligence organizations. TQ 3. Ability to safely and adequately operate, and carry, a handgun and/or other weapon of self-defense as prescribed by NCIS directives as required. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Note: Current career Senior Intelligence Service (SIS), Senior Foreign Service (SFS), Senior National Intelligence Service (SNIS) and Senior Executive Service (SES) or Defense Intelligence Senior Executive Service (DISES) members, former SES or DISES members who are reinstatement-eligible and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs.
You will lead counterintelligence, counterterrorism, insider threat, and intelligence integration activities that safeguard Navy and Marine Corps personnel, operations, and information worldwide.
You will provide oversight and direction to specific counterintelligence programs.
You will direct the development of long-range goals and objectives in the counterintelligence arena with significant impact on the ability of the DON to conduct current and future counterintelligence activities.
You will exercise control over the initiation, coordination, analysis and evaluation of all counterintelligence activities conducted by field offices.
You will determine long-range goals for the port security vulnerability assessment, terrorist threat assessment and protective service detail programs that impact United States security ports and the safety of naval vessels and personnel worldwide.
You will represent DON as a member of the Inter-Agency Group on Counterintelligence chaired by the Director of the Federal Bureau of Investigation (FBI).
You will determine the location and assignments of all foreign counterintelligence dedicated special agents and the intelligence operations/research specialist personnel at duty stations throughout the world.
