Job Description:

The incumbent serves as Deputy Division Director and, as such, assists the Division Director in Administrative and Technical responsibility for the work of the Division.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience providing leadership, supervision, and or guidance to a group project or team including experience communicating and coordinating activities with others to meet deadlines and milestones. Demonstrate effective oral and written communication skills to provide guidance, training, and share information with a broad audience, including supervisors, peers, direct reports, and external stakeholders. Experience evaluating large quantities of information and data to provide guidance/advice/assistance to decision makers including approving, modifying or disapproving recommendations of subordinates. Experience developing employees to meet organizational needs including developing and implementing training plans. Interpret and apply Federal, agency, and Program rules, regulations, procedures, and practices. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties may include, but are not limited to:
Assists the Division Director in appraising current policies and operations of the Program's market news and quotations program.
Recommends and conducts studies and reviews including but not limited to analyzing official USDA cotton classification data and spot market price data.
Recommends to the Division Director changes in policy, regulations, and legislation in line with the foregoing analyses.
Provides leadership in evaluating suggestions made by industry groups and individuals to improve policies and program services.
Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
Handles any employee conduct matters or complaints that arise.
Provides direct day to day oversight and supervision of the collection, analysis, composition, reproduction, and distribution of market news and quotation reports.
Supervises the development, distribution, and maintenance of current and historical statistical analyses and reports on quality, prices and other market data on cotton and related products.
Supervises “state-of-the-art” development, creation, and distribution of reports and reporting systems.
