The MHICM & MHICM RANGE Programs, under the Intensive Community Mental Health & Recovery (ICMHR) VACO umbrella, utilizes intensive clinical case management via interdisciplinary treatment teams, to provide care to highly complex veterans with severe and persistent mental illnesses in community settings.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations for GS-12: Experience/Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Preferred Experience: Experience working with clients with serious mental illness, preferably in community settings. Experience working with clients who are high risk for self harm/suicide. Experience working with clients who have substance use disorders. Experience working as part of an interdisciplinary team. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. The Supervisory Social Worker is capable of practicing at the advanced level and has specialized knowledge of practice related to psychosocial rehabilitation and recovery, and will be able to apply this knowledge as it relates to a particular diagnosis or population. Social Worker should have at least 2 years in an area of specialized social work practice and licensed or hold certification in a state at the advanced practice level. Administratively responsible for the clinical program providing treatment to Veterans in MHICM/MHICM RANGE serving Veterans with serious and persistent mental illness, serves as the primary mental health clinician, has a high degree of patient complexity, including many enrolled Veterans with multiple co-morbidities and who are high risk for suicide. Supervisory Social Worker may be responsible for working with the Mental Health and Errera Center Leadership on the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. The supervisory social worker may work to provide analysis and evaluation of clinical program data to identify system-wide trends and needs to enhance the quality of service. Social Worker may contribute to the program's resource and fiscal management, monitoring fiscal funding & contributing to operating within that budget (such as knowledge of GSA leasing, staff resources, etc.), and accounting for appropriated funds. Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff.
